With Republicans Planning to Block Bipartisan Supplemental with Border Policy Changes They Demanded, Murray Releases Supplemental without Border Provisions

Washington, D.C. — Today—ahead of a vote on the Senate’s comprehensive bipartisan national security supplemental with border policy changes that Senate Republicans insisted upon but are expected to vote against—U.S. Senator Patty Murray (D-WA), Chair of the Senate Appropriations Committee, released legislative text of a national security supplemental that includes: aid to Ukraine and Israel, humanitarian assistance, resources to support our allies in the Indo-Pacific and deter aggression by the Chinese government, and more.

Senator Murray issued the following statement:

“After demanding border policy changes in exchange for passing aid to Ukraine, Republicans are poised to reject the very thing they insisted upon for months. But far too much hangs in the balance to give up now.

“Senate Democrats will continue to work to deliver solutions to address needs at our border—and if our Republican colleagues won’t even debate bipartisan border policy, then we must proceed with the rest of the supplemental package and get aid to our allies and to innocent civilians in urgent need.”

The $95.34 billion national security supplemental package—which now excludes the bipartisan border policy changes agreed to by negotiators and border funding—includes:

• $60.06 billion to support Ukraine as it fights back against Putin’s bloody invasion and protects its people and sovereignty.
• $14.1 billion in security assistance for Israel.
• $2.44 billion to support operations in the U.S. Central Command and address combat expenditures related to conflict in the Red Sea.
• $9.15 billion in humanitarian assistance to provide food, water, shelter, medical care, and other essential services to civilians in Gaza and the West Bank, Ukraine, and other populations caught in conflict zones across the globe.
• $4.83 billion to support key regional partners in the Indo-Pacific and deter aggression by the Chinese government.
• $481 million to continue support for Ukrainians displaced by Putin’s war of aggression.
• $400 million for the Nonprofit Security Grant Program to help nonprofits and places of worship make security enhancements.
• The Fentanyl Eradication and Narcotics Deterrence (FEND) Off Fentanyl Act.
