Senator Murray, a senior member of the Senate Veterans’ Affairs Committee and an original co-sponsor of the bill, voted for the landmark legislation on June 26th, 2008. The Post-9/11 GI Bill covers full in-state undergraduate tuition and fees at any public college. It also covers tuition and fees at private colleges and universities at the level of the most expensive public university. In addition, the GI Bill includes The Yellow Ribbon GI Education Enhancement Program or Yellow Ribbon Program. This program allows private colleges and universities to voluntarily enter into an agreement with VA to fund tuition expenses that exceed the highest public in-state undergraduate tuition rate. The institution can contribute up to 50% of those expenses and VA will match the same amount as the institution. In Washington state, the vast majority of member institutions of Independent Colleges of Washington have signed "Yellow Ribbon" agreements and will be offering the new post 9/11 GI Bill benefit. The Post 9/11 GI benefit is available as of August 1st, 2009.
