Funding Requests

An important part of my job as your U.S. Senator is to help Washington state communities and businesses get federal support for projects that will create jobs, get our economy moving and make a difference for Washington’s families. 

My staff and I have taken a look at all of the project requests that have come in this year.  We put a priority on those that have broad-based local support and will create jobs and generate economic growth.  

We are facing tough economic times.  Families are struggling.  So while we work to bring federal funding home, I have made it a priority to also ensure that these projects have been well vetted and that we are using taxpayer money responsibly.  That’s why I’m glad to post all of the projects that I am requesting funding for here on my Web site.  I believe that the process should be transparent and that all of you should be able to see the requests I am making as your representative in Congress. 

Now, budgets are tight on the federal level as well.  So, just because I have requested funding for a project, it doesn’t mean that the money will come through.  I will continue to update this site with new requests I am making and with the projects that end up being funded.

Purpose:         This funding will be used for research to examine plant material for development of biofuels.

Importance:     This research will further efforts to develop cellulosic biofuels that grow best in the Pacific Northwest and contribute to our nation’s energy needs while removing weedy plant material from highly-productive grain-growing areas.

Purpose:         This funding would be used to construct a research laboratory facility to support plant science research units that are currently operating in inadequate and outdated facilities and permits farmers to take advantage of ongoing agricultural research.

Importance:    Construction of a new facility will increase the quality of research efforts of the USDA, which will ensure that American producers remain competitive in a global marketplace.

Purpose:         This funding would establish a new research position within USDA that will focus on new approaches to facilitate improved land use, water use efficiency, and crop rotation options.

Importance:    Irrigated cropping systems are used in much of the Inland Northwest and across the country, and this research would result in advances to balancing agriculture and wildlife needs while improving yields and maintaining soil quality.

Purpose:         This funding will be used to address constraints limiting the aquaculture industry, including domestic and foreign pathogens and invasive species.

Importance:    Aquaculture, such as oyster production, is an important part of the Pacific Northwest agricultural economy and this work will ensure continued success of this vital industry.  Without needed research, the aquaculture industry could significantly decline in the Pacific Northwest.

Purpose:         The goal is the completion of a facility that will provide wastewater treatment for the people of Blaine.

Importance:     This needed treatment plant will replace inadequate water facilities, avoid polluting discharges into local waters and allow preservation of a Native American Heritage site.

Purpose:         This funding would be used for research to address highly virulent and aggressive new varieties of steam, leaf and stripe rust, which threaten U.S. production of wheat, barley and oats.

Importance:     Diseases cost the wheat, barley and oat industries billions of dollars per year in lost production and low quality end-use products.  With this research, we will be able to avoid diseases that could destroy staple crops and maintain food security.

Project Title:  Competitiveness of Agricultural Products (WA)

Purpose:         This funding will be used to apply science and technology to improve the competitiveness of Washington’s agricultural products by determining new export marketing opportunities, assessing the effect of changing agricultural and trade policies, and solving technical problems.

Importance:    Ensuring continued export opportunities is critical to the overall economy of the Pacific Northwest and this program specifically benefits Washington’s rural economies by keeping producers competitive in a global marketplace.

Project Title:  Cool Season Legume Research (ID, WA, ND)

Purpose:         This funding will be used for research that supports the identification of genetically superior qualities for legumes through breeding processes.

Importance:     Continuing this research is critical to the ongoing sustainability of the U.S. dry pea, lentil and chickpea industries, which are major contributors to Washington’s agriculture economy and producers of healthy foods sold worldwide.

Project Title:  Diabetes Detection and Prevention (WA)

Location:        Puyallup, WA

Purpose:      This funding will provide educational programs to help individuals with diabetes live well.

Importance:    This program has resulted in meaningful changes by many participants related to diet, physical activity, and confidence and is aimed at catching and responding to diabetes-related health conditions before they become more costly and harmful to health.

Purpose:         This funding would be used for research that will result in development of higher-yielding bean and peas that will have improved quality and stress resistance.

Importance:    Continued success of the U.S. edible legume industries that produce safe and high quality food for U.S. consumers is contingent upon continued research and state-of-the-art genetic resources provided by Agricultural Research Service toward the beans, peas and other products best suited for growing markets.

Purpose:    This funding would be used to research nutrient, soil, pest, and seed management for sustainable organic agriculture and permit small farmers facing economic pressure to take advantage of research being performed.

Importance:     Research on organic farming will allow farmers to make their operations more environmentally-friendly, safer, and their products more marketable, particularly small farmers unable to perform their own research on organic growing methods.

Purpose:         This funding would be used for research to identify genetic markers for virus resistance in alfalfa, beans and pulse crops, which are susceptible to soil-borne viruses.

Importance:    This funding will enhance the critical research services to forage crops, which are a major contributor to Washington’s agriculture sector, and reduce the rate of diseases to these plants that result in losses to American agriculture that can exceed $1 billion annually.

Project Title:  Grass Seed Cropping Systems for Sustainable Agriculture (ID, OR, WA)

Purpose:         This funding will be used for research on critical environmental and economic challenges facing the cool season forage and turfgrass industries, and will focus on developing sustainable production systems.

Importance:    This research will assist producers of cool season forage and turfgrass, over 90 percent of which is produced in the Pacific Northwest.

Purpose:         The goal is to help direct needed research efforts toward the logistical problems of agricultural producers and rural residents through effective research at six regional centers of excellence.

Importance:     This research will help solve the transportation needs of rural residents whose travel needs have not been adequately studied and farmers who must get food to market in a timely manner and enhance agricultural competitiveness.

Project Title:  Northwest Center for Small Fruits Research

Location:        Corvallis, Oregon

Purpose:         The Center performs research into the needs of small fruits crop producers in the Pacific Northwest in coordination with federal and university researchers.

Importance:    Through partnership with industry and university researchers and funds, this research keeps production of berries, grapes and wine a growing, employing and highly productive industry in the Pacific Northwest.

Project Title:  Northwest Sustainable Biofuel Production Research
Recipient:       USDA Agricultural Research Service
Amount:          $500,000
Location:        Prosser, WA

Purpose:         This funding will be used to develop production recommendations for increased production of biofuels appropriate to the Pacific Northwest.

Importance:    This research will help determine what crops are appropriate to be used in the Pacific Northwest to ensure that biofuels production is sustainable for growers, which could provide an additional avenue of profitability, thereby benefiting rural economies.

Project Title:  Perennial Wheat (WA)

Purpose:         This funding will be used for research to develop perennial wheat into a viable part of small grains cropping system, and mitigating effects of soil erosion.

Importance:    Developing perennial wheat as an option for Pacific Northwest growers would ensure agricultural sustainability by reducing soil erosion, increasing resistance to pests and diseases, providing wildlife habitat and providing new value-added products such as straw.

Project Title:  PM-10 Study (WA)
Recipient:       Washington State University
Amount:          $270,000
Location:        Pullman, WA

Purpose:          This funding will be used to address wind erosion by predicting and measuring dust emissions from agricultural soils and assist farmers in adopting best management practices for wind erosion control.

Importance:    Many urban areas in the Columbia Plateau have experienced concentrations of these particulates exceeding federal standards in part due to erosion generated from agricultural fields.  This research will help address this agriculture and health issue in a scientifically appropriate manner.

Purpose:         This funding will be used for research that will develop and commercialize new potato varieties that will result in improved product quality, increased yields and a decrease in input requirements.

Importance:    Potatoes are a valuable portion of the Pacific Northwest agricultural economy, with a farm gate value of $135 million.  This research will result in sustainable production for growers, increased competitiveness for the Northwest and U.S. potato industries, and a healthy food product for American consumers.

Project Title:  Potato Research – Disease Resistance and Nutritional Enhancement

Purpose:         This funding will be used to expand research on potatoes which will result in greater pest and disease resistance, superior processing characteristics and yields, and higher amounts of vitamins and nutrients.

Importance:    This research will ensure continued industry sustainability and profitability while providing heartier products that are less vulnerable.

Project Title:  Regional Barley Gene Mapping Project (OR)

Purpose:         The funding will be used for research to complete understanding of the gene networks that determine important traits in barley, such as resistance to drought, diseases, insects and pests.

Importance:    This research will help keep barley as a crop option for growers, and will maintain and enhance value-added job-generating enterprises including livestock, malting, brewing, food and ethanol production in the U.S., making Northwest grain growers able to provide the best products to market.

Project Title:  Regional Small Grains Molecular Genotyping Laboratory

Purpose:         This funding would be used to facilitate application of genomic information and DNA molecular marker technologies that will result in improvement and breeding of wheat, barley and oats.

Importance:    Providing the biotechnology tools to enhance end use quality and resistance to production risks will benefit the wheat, barley and oat industries, enhance a strong grain-based economy in Washington, the Pacific Northwest and throughout the U.S., and give consumers the highest-quality products available.

Project Title:  Small Fruits Research (OR, ID, WA)

Location:        Corvallis, Oregon

Purpose:         The Center provides competitive grant funds for peer reviewed research into plant diseases of small fruits crops caused by infectious diseases and environmental conditions.

Importance:    In partnership with industry funds, this work will enhance berry and grape product quality related to marketability, thereby ensuring that growers remain competitive in the global marketplace, and allowing berry, grape and small fruit farming to remain viable in the Pacific Northwest.

Purpose:         This funding will be used for research efforts to adopt conservation systems to reduce soil erosion, enhance water quality and maximize soil quality.

Importance:    This multi-disciplinary, multi-stage approach to problem solving allows growers to be highly involved in setting priorities and goals for a program to prevent soil erosion in the Pacific Northwest, which has a large proportion of agriculture in hilly and erosion-prone areas that must be managed well to remain highly productive.

Project Title:  Willapa Regional Wastewater Facility
Recipient:       Cities of Raymond, South Bend, and Pacific County
Amount:          $1,000,000
Location:        Pacific County, Washington
Purpose:         The goal is the completion of a facility that will provide wastewater treatment for the people of rural Pacific County.

Importance:     This needed treatment plant will provide water to residents of rural Pacific County, allow economic development, and avoid discharge of wastewater and pollutants into the shellfish-growing area of Willapa Bay that produces a large percentage of American oysters and other shellfish.

Project Title:  Winter Grain Legume Breeding Program

Purpose:         This funding will be used for research to improve the quality and marketability of dry peas, lentils and chickpeas.

Importance:    With a farm gate value of approximately $300,000,000, the legume industry provides our rural economies with stable jobs and breeding high quality fall-planted legumes promotes farming high-nutrition foods in cold-weather regions of the United States and worldwide.

Project Title:  Virus-Free Wine Grape Cultivars/Wine Grape Foundation Block (WA)

Location:        Pullman, WA

Purpose:         This funding will be used for research to ensure virus-free vineyards and develop a virus-free foundation block of plant material that will be accessible to growers.

Importance:     Viruses can quickly wipe out an entire vineyard, requiring costly replacement of plant material.   This research will reduce the likelihood of virus transmission within the industry, provide growers with clean plant material, and create a base for long-term growth of the industry.

Project Title:  Battle Ground School Resource Officers
Recipient:       City of Battle Ground, WA
Amount:          $200,000
Location:         Battle Ground, WA

Purpose: Federal funds will be used to support additional School Resource Officers in Battle Ground, WA.

Importance: Battle Ground’s School Resource Officers have dealt proactively with issues such as bullying, harassment, assaults, gangs, and weapons on campus, making it possible to control these issues at their initial stages before they put students and staff at greater risk, increasing safety on school campuses and reducing crime.

Location:         Tacoma, WA

Purpose: This funding will support critical social services to victims of domestic violence and their children by providing for legal staff, a support group for victims and their children, and a program manager to recruit and train volunteers.

Importance: The Crystal Judson Family Justice Center is a state-wide asset that provides unique, and critically-needed services.  This funding will help provide counseling and legal services to over 2,000 survivors of domestic violence and 500 children who use the Center annually.

Project Title:  King County Sheriff's Office Gang Intervention Initiative

Location:         Seattle, WA

Purpose: This funding will provide for additional gang analysts and detectives as well as facilitate an overarching initiative that combines law enforcement with community organizations to address the challenge of gangs and juvenile delinquency in King County. 

Importance: In order to address the rise in criminal gang activity, gang analysts and detectives are needed to build collaborative partnerships with federal, state, and local agencies to effectively target juvenile gang crime and prevent delinquency.  This funding will help prevent greater levels of crime in our communities and save costs that are spent to capture, prosecute and detain criminals in our communities.

Project Title:  King County Sheriff's Office School Resource Officers Program
Recipient:       King County Sheriff’s Office
Amount:          $550,000
Location:         Seattle, WA

Purpose: This funding will support additional School Resource Officers in King County schools.

Importance: School Resource Officers play an important role in creating safe school environments and preventing criminal activity.  Anti-bullying education, gang prevention and intervention, and internet safety and cyber crime education are successfully taught through the School Resource Officer program and prevent crime in our communities.  This funding will help reduce crime and save costs that are associated with capturing, prosecuting and detaining criminals in our communities.

Project Title:  King County Superior Court Criminal Tracking System

Amount:          $2,000,000
Location:         Seattle, WA

Purpose: This funding supports a pilot project to develop a single information system that would provide comprehensive data sharing among criminal justice agencies and courts in King County. 

Importance: This funding would support a pilot project that would be the first comprehensive data system of its kind in King County courts. This new system will provide the technological infrastructure to track individuals moving through the criminal justice system and improve the quality of data sharing between courts and law enforcement agencies, creating new efficiencies and allowing greater information to law enforcement.

Project Title:  Kirkland Emergency Services Equipment

Amount:          $500,000
Location:         Kirkland, WA

Purpose: This funding provides Kirkland with additional emergency equipment in order to address local needs in the event of a disaster or threat.  

Importance: East King County and south Snohomish County regions are subject to earthquakes, windstorms, and major flooding events, and this funding will provide first responders with equipment to respond better to emergency situations to enhance the safety of residents in the region.

Project Title:  Lacey Records Management System
Recipient:       City of Lacey, WA
Amount:          $1,000,000
Location:         Lacey, WA

Purpose: This funding will help pay for a new criminal records management system in Thurston County, WA to replace the outdated system.  The City of Lacey is the lead agency in coordination with other cities in Thurston County.

Importance: A new records management system will allow Thurston County law enforcement officers to exchange crime data and increase interoperability between regional partners.  The current system is antiquated and cannot be upgraded because the vendor does not support the old software.  Funding will help law enforcement access information and enhance their ability to respond to emergency situations.

Project Title:  Longview Regional 911 Center Dispatch Improvements
Recipient:       City of Longview, WA
Amount:          $1,000,000
Location:         Longview, WA

Purpose: This funding will provide for a new Computer Aided Dispatch (CAD) system to replace the outdated equipment currently used by the Longview Regional 911 Center. 

Importance: This funding for a new Computer Aided Dispatch (CAD) system will enable law enforcement agencies in the Cowlitz County region to deploy personnel in a more effective manner, share information more effectively with other jurisdictions, and improve public safety efforts.  The current system is antiquated and is not interoperable with other systems in the region.

Project Title:  Makah 911 Public Safety Complex
Recipient:       Makah Tribal Council

Location:         Neah Bay, WA

Purpose: This funding will help construct a new 911 Public Safety Complex on the Makah Indian Reservation. 

Importance: Funding for the Makah 911 Public Safety Complex will help house the Police Department, Fire Department, Emergency Medical Services, Dispatch Center, Emergency Management and Corrections Facilities for the Makah Tribe, replacing the outdated jail facility currently located on a flood and tsunami zone.  This will allow the Makah Tribe to better provide safety services in the region.

Project Title:  NOAA West Coast Doppler Radar
Recipient:       National Oceanic and Atmospheric Administration
Amount:          $7,000,000
Location:         Silver Spring, MD (radar station to be located in Washington State)

Purpose: This funding will complete the purchase of a Doppler Radar system for Southwest Washington and provide for the land and installation costs associated with the system.

Importance: Washington State suffers from the worst coastal radar system in the continental United States and this lack of coverage threatens lives and property in Southwest Washington. The placement of a Doppler Radar will provide more accurate and timely weather coverage to address this need.

Project Title: Northwest Straits Marine Conservation Initiative

Amount:         $1,800,000
Location:        Mt. Vernon, Washington

Purpose: This funding would be used by the Northwest Straits Marine Conservation Initiative to continue protecting and restoring the vital marine resources of northern Puget Sound and the Strait of Juan de Fuca through its unique, citizen-driven, “bottom-up” approach.

Importance: In addition to helping support local jobs at each of the seven county-based Marine Resources Committees and field-based restoration jobs, this funding will support Puget Sound fisheries and the overall ecosystem health of the region.

Project Title:  Olive Crest Northwest - Push to Permanence

Location:          Bellevue, WA

Purpose: This funding provides crucial social services to the many children and families in the child welfare system in Washington state. 

Importance: By focusing on the re-unification of families, providing youth with successful living skills, and helping to achieve child welfare diversion, this initiative provides important social services to children and families while helping to reduce the burden on Washington’s foster care system.  This funding will help provide a stronger safety net for the most vulnerable people in our communities, which also helps break the cycle of violence that often leads to higher crime and increased costs in our state.

Project Title:  National Methamphetamine Training and Technical Assistance Center

Amount:         $1,500,000
Location:         Tacoma, WA

Purpose: This funding supports the creation of national programming and training materials for the National Methamphetamine Training and Technical Assistance Center. 

Importance: This funding will support the National Meth Center and enhance its ability to be the national resource and clearinghouse for law enforcement, treatment professionals and educators to strategically collaborate on the treatment and prevention of methamphetamine abuse.  Organized and implemented over the last two years, the National Meth Center promotes local and state intervention strategies that can be used as national program models and helps communities prevent the use and production of methamphetamines.

Importance:  Olympic Medical Center’s project will improve communications between the medical center, clinics, doctors, pharmacies, labs, home health and other qualified providers, resulting in better overall medical care for Clallam County community members and beyond.  Electronic medical records, health information technology and health information exchanges have been proven to enhance health care and reduce health care costs.

Purpose:  This funding will support the Pathway to Apprenticeship program at the Washington State Labor Council AFL-CIO which will support the creation of a pathway for young people to apprenticeship training programs in high demand industries across the state of Washington.

Importance:  These funds will connect the K-12 Career and Technical Education community with the opportunities in registered apprenticeship and other technical careers for the benefit of interested students. Students who prepare for these pre-apprenticeship opportunities are less likely to drop out, will be work-ready upon completion of their high school career, and be able to take advantage of high wage employment that meets or exceeds the wage of baccalaureate completers in many cases.  Additionally, the cost of continuing training once entered into apprenticeship is paid by the workers and the employers through established training trust funds, which require no public subsidy.  The model created by this project can be beneficial to other states interested in building a stronger connection between registered apprenticeship programs and students.

Purpose:  This funding would be used to purchase equipment for the screening and detection of breast cancer at Providence Centralia Hospital.

Importance:  This project will increase the early detection of breast cancer. While Washington state has the highest incidence of breast cancer in the nation, only 50% of women who need screening mammograms get them. Early detection has been shown to save health care dollars. If caught early, 98% of women diagnosed with breast cancer will make a complete recovery.

Importance:  The current dental clinic in Southeast Seattle is being forced to establish a new permanent clinic site as a result of Seattle Housing Authority redeveloping its current site. This clinic currently serves 4,300 patients annually and is the leading community health care provider of dental access to Seattle’s low-income and uninsured residents.

Importance:  The Pacific Northwest Diabetes Research Institute is seeking funds to support its screening of newborns for Type 1 diabetes.  This test allows families to look into their genetic past to see if their child is a high-risk for developing Type 1 diabetes.  If the child is at high risk, specific tests and education can be provided to help manage one of this country’s most prevalent and expensive chronic diseases.

Importance:  Kadlec Medical Center is in the process of completely an expansion project which will include a new pediatric center.  Kadlec Medical Center maintains a Pediatric Hospitalist Program managed by Children’s Hospital of Seattle and has the only NICU in Southeastern Washington.   Previous to this construction of a pediatric center at Kadlec, the nearest pediatric center to the Tri-Cities was in Seattle.  This expansion will allow for increased access to health care and bring more jobs to the Tri-Cities area.
